When expressing a range of numbers (from x to x), use a hyphen in place of the word to if the following conditions have been met:

1. The phrases from… to, from… through and between…and are not used.

2. Decimals and/or commas do not appear in the numeric values.

3. Neither value contains four or more digits.

4. Neither value is a negative.

5. Neither value contains a symbol.
